Public Sector Governance

Are you a future leader or current manager looking to improve governance systems within your organisations?

Exploring frameworks of governance, this course will introduce you to the significance of governance in achieving performance and accountability goals. In this course you will develop the skills required to understand and navigate different governance systems and appreciate their underlying values, with a focus on efficient and effective policy formation and implementation.

Course content

• The concepts, meanings and components of governance
• Distinctions between private and public governance, and the specific values of public governance
• The reform of governance and different modes of governance
• The governance relationships between political and executive arms of government
• Board governance in authorities and companies
• Participatory governance frameworks
• The regulation of governance
• Challenges and issues for governance in an era of uncertainty.

We've compiled techniques of the most effective and sustainable public and private sector enterprises, to build your understanding of a range of governance practices and relationships.

Learning outcomes

At the completion of this governance course, you will have:

• an understanding of governance and its impact on how organisations are structured, make decisions, and exercise powers
• an appreciation of the vital role of governance in managing performance, relationships and accountabilities
• the ability to interpret and apply key governance concepts, principles and policies
• an understanding that systems of governance and public administration are responsive to the evolution of governance thinking and practice over time
• an understanding of the origins and architecture of governance in the Australian public sector, and the relevance to other jurisdictions with comparable Westminster-based systems
• the ability to interpret governance from a series of societal, governmental, sectoral and organisational perspectives
• the ability to use the analytical tools for understanding the formulation, regulation and practice of governance
• an appreciation for how emerging societal changes present key challenges to the system of governance and policy development.

Delivery style

Our face-to-face courses are delivered on UTS campus. Location details and teaching materials will be made available to participants prior to the course.  

Participants attending this governance course are encouraged to bring their laptops to engage in searches, case analyses, and group work.

About the presenter

Thomas Clarke is Professor of Management and at the University of Technology Sydney, a Fellow of the Royal Society of Arts (FRSA), and the inaugural Sir Adrian Cadbury Scholar in Corporate Governance of the International Corporate Governance Network (ICGN). He is a member of the UTS Centre for Business and Social Innovation.

He has conducted extensive international research on public policy issues including for the United Nations, OECD, British Council, Commonwealth Government, Commonwealth Treasury, and New South Wales Health.

His pioneering work providing a critique of the process of privatisation was published as International Privatisation: Strategies and Practices, Berlin, De Gruyter; and The Political Economy of Privatisation, London, Routledge. He has written extensively on the new public sector management. His most recent publications include Innovation in the Asia Pacific: From Manufacturing to Knowledge Economy, Singapore, Springer; and The Oxford Handbook of the Corporation, Oxford University Press.

He has taught postgraduate and professional courses at the University of Paris; University of Geneva; China Europe International Business School, Shanghai; FGV Business School, Sao Paulo, Brazil; and UNAM Business School, Mexico City.
