Research on the outcomes, enabling factors and priorities for strengthening women-led multi-hazard early warning systems in the Pacific.

The UTS Institute for Sustainable Futures collaborated with national researchers Lisa Faerua and Lilu Moala, and ActionAid Australia and Shifting the Power Coalition members to:

  • analyse the outcomes of women-led multi-hazard early warning systems developed by ActionAid Vanuatu in Vanuatu
  • identify the enabling factors for women-led multi-hazard early warning systems in Bougainville, Tonga, Vanuatu and the Pacific
  • identify priorities for strengthening and accelerating women-led multi-hazard early warning systems in Bougainville, Tonga, Vanuatu and the Pacific.

The research found that in Vanuatu:

  • women leading multi-hazard early warning systems have increased access to information and enhanced knowledge, skills and confidence to prepare and respond to disasters
  • women’s collective organising has provided the foundation for women’s timely action and leadership before and during disasters
  • women leading multi-hazard early warning systems have increased voice and influence in decision-making at home and in communities, during disasters and in everyday life.

The research also found that factors that have enabled women-led multi-hazard early warning systems in Bougainville, Tonga and Vanuatu include:

  • national policy commitments towards gender-responsive and inclusive disaster risk management and multi-hazard early warning systems
  • emerging partnerships between women's organisations, Digicel and government departments in the three locations
  • coordination at grassroots and national levels between women in communities, women's organisations, and government departments.

ActionAid Australia, ActionAid Vanuatu, Bougainville Women's Federation, Shifting the Power Coalition and Talitha Project presented the research at the 2025 Global Platform for Disaster Risk Reduction.
