Foundations in Public Participation IAP2 Course: Module 2
Techniques for Effective Public Participation will broaden your toolkit and bring creativity to your approach to engaging the public. In this public participation course you will explore the latest innovations in engagement including digital tools and deliberative techniques.
Techniques for Effective Public Participation makes up module 2 of the International Association for Public Participation (IAP2) qualification and is the second of two modules. After completing both module 1 and module 2 you will be awarded the IAP2 International certificate qualification - Foundations in Public Participation. These two IAP2 modules are delivered as follows:
- Planning for Effective Public Participation (module 1) – 3 days
- Techniques for Effective Public Participation (module 2) – 2 days
This IAP2 course will expose you to the range of techniques that are available when considering engaging the public. Your engagement objectives and the Spectrum level are key drivers in choosing suitable techniques, but you will also need to consider the resources that you have available and your audience. This public participation course will provide you with the confidence to accurately choose the suitable engagement techniques to implement for each of your engagement projects.
In this IAP2 course you will learn about more than 40 methods that can be applied to your community engagement projects. This IAP2 course will cover techniques such as:
- World Café.
- Card Storming.
- Focus Groups.
- Revolving Conversations.
- Appreciative Enquiry.
- Public Meeting.
- Deliberative Techniques.
- Community Advisory Groups.
This course has a detailed reference manual that provides instructions on the implementation of these techniques and tip sheets to help you determine the situation where the technique might be suitable. During the course you will have the opportunity to choose the techniques that best suits your engagement projects, explore their range of benefits and practice their execution in an application-focused teaching environment.
At the completion of this IAP2 course, you will be able to:
- Select and use appropriate techniques for all levels on the IAP2 Spectrum of Public Participation.
- Choose and apply techniques to share, collect and compile input and bring people together.
- Adapt techniques to suit a situation and to accomplish public participation objectives.
- Communicate effectively through your engagement and through a variety of circumstances and with varied audiences.

This IAP2 course has been designed for those who are looking to explore the key topics surrounding the techniques and methods of engaging the public.
About the presenters
Margaret Harvie, co-founder and Director of PlanCom Consulting, is trusted by her clients for effectively advising on approaches to engage the public in dialogue about planning and infrastructure. Her experience in projects gives her the ability to pre-empt the issues and responses from the public. From a background in the government and community sector she began as a consultant specialising in public engagement in the late 1990s. For 10 years, she worked as a consultant in international consultancy firms managing community engagement teams in Queensland and NSW. Margaret brings a unique world view to her work having lived and worked in the USA and Japan and led professional assignments in Singapore, Peoples Republic of China, Malaysia, Thailand, Fiji and New Guinea. While committed to helping clients deliver projects, she is also committed to upholding the right of the public to have a say about any impacts on their lives.
This public participation IAP2 course will be delivered as an interactive workshop consisting of an instructor-led lecture, group and individual activities. This training approach allows participants to work through concepts introduced by the trainer in an application-focused teaching environment. Participants will challenge their understanding of the concepts and consider their application once back in their individual workplace.
This public participation IAP2 course is the second of two modules. You are required to complete Foundations in Public Participation IAP2 Course: Module 1 prior to enrolling into this course which focuses on the Techniques for Effective Public Participation.
After completing both module 1 and module 2 you will be awarded the IAP2 International certificate qualification - Foundations in Public Participation.
